I suspect at least part of the motivation was to create a connection to the GAP, which I believe the Montour Trail eventually connects with. Nearly every year in Touring there is a thread about long term parking in connection with a planned GAP ride. Long term parking lot at the airport seems like a useful thing. The southern terminus of the GAP in Cumberland, MD has free long term parking under I-40 just off where the GAP & C&O trails meet.
