Peugeot 103--tire psi, patching, brake alignment

Hello, I'm in France and recently bought an old Peugeot "Sport" road bike--label says it's a "103" model.
It has these Michelin tires ("700 x 28 C") that still look in OK condition and have worked pretty well for some months.
But I got my first flat--after maybe inflating to too high PSI.
It was a very tiny but sharp splinter of rock.
The tires just say "inflate to 90 PSI." Instead of a range, which is what I'm accustomed to seeing.

As for patching: I've patched a tube before w/ success. Lasted years. But that wasn't a road bike tube.
On this Peugeot I've already in a day gone through two generic Decathlon store patches that don't seem to adhere very well. I've scuffed the tube a bit with the kit's sandpaper, applied fair amount of glue, and firmly held the patch for several (10-15) minutes. Tested w/ air before putting back. But after putting on the rim and tire back then I guess the patch moves.
If it's the adherence, how vigorously does the tube need to be scuffed? 20x back & forth over the area to be patched? 40x?

Brakes: Also, after I took the wheel off to patch both tube & inside of tire, it appears somehow I messed up the brake alignment, now rubbing against one side of rim.
(Wheel is a pretty tight fit, so it's a bit of a struggle when pulling off the fork(?))
I usually have a difficult time w/ the cantilever brake adjustment / alignment--esp. on these vintage bikes.

(Most videos I find the mechanic is working w/ specialty tools I don't yet have--&/or it's not a very clear image of what exactly they're doing.
Also, I don't know if it changes the brake adjustment, but these front brakes are also installed around the splash guard.
