It is for crushing cables and causing shifting and braking issues. We had a customer who had that same sort of basket rack thing and he was always having issues and when we finally convinced him to remove it he came back a week later and was so happy no more issues.

Unless it has a good support so it holds up against the head tube or something so it doesn't hit the cables it will likely cause problems.
