I agree, I'd lean more toward that being an Olympic.
I bought a new International back in Dec. of 1979, also blue, but the blue was a lighter color.
It also had a forged fork crown, Suntour Cyclone down tube shifters and derailleurs, Araya 27" alloy rims, Dia Compe 500G side pull calipers and levers, Sugino forged cranks and alloy sprockets, and alloy Champion handle bars,
The seat stays were scripted 'Nishiki, and a 'Micro-Adjust' forged seat post and an SR 110mm stem
If I remember right, the color options that year were a medium blue metallic, burgundy/red metallic, and champagne or silver.
