Patently false. If you're drinking Miller or Bud, sure, it's under 5%. At my local taproom, which typically has 7-8 different beers on tap, I don't think I've ever seen one that is under 5%.
+1 Many Portland microbrews are a lot more than 5%. In fact, on many boards at pubs, 5% stands out; it is so low.
Edit: Now in my college sailboat racing days, we traveled to at least one state where the beer was 3.2%. A long time ago.
