Help: HRD won't stay adjusted

As new HRD owner, I've been chasing my tail trying to get my front brake from squealing despite replacing everything and adjusting over and over. I finally figured out the problem but not the solution. They are SRAM HRD road calipers flat mount to the front fork with an adapter that allows the use of either 160 or 140 mm. The two T25 mounting bolts does not secure the caliper adjustment despite being at the proper 9.5 N-M torque. I can start a ride and the brakes are fine and then they are rubbing and squealing. I cannot mount them any tighter or the T25 will strip aside from exceeding the specified torque.

Any ideas? Suggestions.

I was trying to think of a way to create more friction between the plate and fork. Two sided adhesive tape? Some sort of glue or low temp epoxy. The fork blade is narrow and the surface area of the mounting is small.
