That bend were the shoe bottom would touch looks like it was bent straight across. It looks like the bend was part of the design of the part. If it is part of the design, there should be a matching bend on the other side of the pedal body that is down in the picture. The rectangular cuts are something often used on high volume pedals to provide a tab that extends from this part of the pedal to the tube that covers the spindle. I'm not sure that is there on this pedal. You will find that on Union pedals for instance.
