If you have the time, it may be helpful for some if you measure the distance from center-to-center of those two rectangular holes. If this is, indeed, a pedal, those holes are where bolts would go for a pedal reflector, if the item is from the 1970's, onward. This is one reason I suggested cleaning: You could see marks from a reflector installation. Any measurements you could give us would be good. A clearer look at the outline of those decorative holes, even better.
