I love my rainpants. Especially if you don't want to change clothes at the other end of the commute. Even with fenders I find I get crap on my pants from the road - some times by motor vehicles creating a big splash. I pull em on over my pants. I also got a helmet cover that has a neck flap on the back, I always hate rain pouring onto the back of my neck.
