What I'm interested in is if a fresh application of glue to a rim with a glue base preceding the mount of a tire with dry glue on the base tape activates the dry layers sufficiently for for the bond to be considered good. More to the point, must the glue on the base tape have been wet very recently for the bond to be road worthy?
