So I actually just bought that bike about a month ago. I ride around Philly for fun and commuting, but I never ride on a track and I have no experience with that. Having said that, I think the bike is fine. At this point, because I don’t own a really nice bike, I can say it is good for me. The frame is nice, but some of the parts are ****ty. The tires are low quality, along with the pedals/clips. Not sure about the crank and cog, but I’m assuming they’re not that nice because the entire bike was only 360. The handlebars are very wide, but again that’s in comparison to my roommate’s cinellis. Overall the bike is pretty nice, and I think worth the money.

So to what baxtefer said, my one roommate has the Fuji track and the frames and parts are very similar. The hour seems to ride a little better but then again it could be biased. My other roommate has the IRO mike v pro, and while it’s definitely a much better bike all around, I don’t really need a better bike than the hour, I just want one.

So anyway, recap – it’s a good bike for nothing too serious. You won’t kill your bank account and it’s always nice to get a new bike. One last thing, I think that "sale" is fake. I'm assuming it's not real because I found a random thread about the same bike from a long time ago where the same sale was going on.
