The oxalic acid will remove the rust. The paint will chip off shortly thereafter since it no longer has the flakes of rust to support it.

Great, thanks for the confirmation. I think I'll go this route instead of brushing/scraping the rust off bit by bit, there's evidence of some light rust in the stays so might as well treat the whole frame.
