Wheels out of true after installing tires?

Neighbors just finished a rebuild of a Miyata step thru. Looks great, with light blue frame and VO shiny components. I’ll get a picture when I can.
Here’s the odd thing with the build: they said wheels were true until they installed the tires. Spokes were right length, a spoke tension gauge was used, they relieved spoke tension as they built. After a re-true, all seems fine.
I’ve never had wheels go out of true while installing tires. Is this something that happens? Should I tell them to park it? It’s got VO rear hub and Dynamo front with VO rims if that help.
