The numbers are confusing you, no wonder.
You always install the shifter with the wire released the longest. Play with the shifter so you can pull the wire out completely. You'll see the other way sucks the wire back in.
You always install the shifter as the chain is on the smallest cog in the front (and optionally largest cog in the back).
