Don't think so, there was some vague idea that it was more aero due to being behind the BB shell and cranks, etc. Pretty optimistic that it would make any difference.

The downside is, as you observed, it gets its fair share of road gunk. Guess that's not the end of the world in a time trial.

It's something that still finds its way onto modern frames.
