Hard to beat Canyon and Giant for value among the mainstream quality brands. If I was in the market for an aero race bike I would probably choose a Canyon Aeroad at mid-tier level. Component spec is always high at any given price point with Canyon. This would do the business for me at £4,799. Certainly ticks all your boxes.
