That's a generalization, to say the least.

Some big climbs do warrant sub 1:1 ratios. To do Mt Washington, NH at a reasonble pace and cadence, a very fit rider might do so (http://www.northeastcycling.com/mt_w...on_tables.html). And that's not even considering the lesser gearing that might be warranted if the bike is loaded down with extra stuff or if the rider is merely in decent but not "Top Notch" shape.
