Thanks jfouellette for your reply. Yes it was Dumoulin and I will have to visit their store next time I am in Montreal. Next week I will have time to work on the bike and see if adjusting it will fix the problem.

sweeks, thanks for the links, I did hear back from Tern Canada after some prodding and they are kind enough to send me the plastic pieces that will remedy the problem. The gentleman I bought the bikes from was showing me how to adjust the hinges and maybe that caused the safety latches not to work. Once I receive the plastic parts I will see if I can repair both bike and I will give an update.
