I'd guess a French production tandem, most of which were actually built by Follis as I understand it. We had a Gitane. The twin rear brake is not as intriguing to me as the stoker barcons (no shifters for the captain).

The claw derailleur and cottered cranks indicate lower end and the lack of canti brakes is interesting.
