Those have been around for years. I see them on the counter of almost every bike shop I have been in over the last fifteen years. They are made basically to keep dirt and moisture out, but can be used as a stop for the seat post if you need to take it out often, for transport. Just get one that fits snug, or add a small drop of rubber cement or super glue.
