He should check that he is installing correctly ?. Dunno, did they change the design of clincher rims over 30 years enough to no longer allow a wide tire on a narrow rim ?. Other than install shelves to allow tubeless ?. Dunno that either. It was, however, common for every mt. biker to do what I did, run 2-2.5” tires on what are now considered narrow rims. That’s all they made, the move to 23mm ‘ish rims had not happened. Nobody rolled tires of in a tire with a tube at 30 psi
