I was thinking this in my head as you wrote it! When I removed the "arm" I was thinking I would need to get correct thickness washers to replace the "arm" thickness but then noticed the nut was stepped and worked without the arm. As you point out, It had just occurred to me the nuts probably needed to go with the "arm" to mount them.
