I don't think they are as worried about the actual date of manufacture as they are the style or features. A newer bike with friction shifters and toe clips is okay. A couple years ago, Bianchi was selling brand new, L’eroica legal bikes. I believe they had ten speed cassettes, but everything else was what you would expect for a 40 year old bike.
