Cool bike! I think this was a trend there for a while in Japan in the 70s with bikes fantastically decorated with huge lights and racks and stuff, sort of the bicycle equivalent of the 'bosozoku' cars. I think there is even a thread here for it. It might have a specific name, I just cannot recall it off the top of my head.

That being said, it does look complete, but I would rate the condition as fair to poor - looks like all the metal surfaces have moderate to extreme rust. A special collector might be looking for one of these, but the condition may make it hard for them to pull the trigger.

If it is your size, I would get it ridable and use it. Are you looking for valuation for selling?
