+! it is a early FFS bike looking at the rust the Front crank freewheel is likely partially seized or sticking you could try spraying down with several treaments of PB Blaster and hope for the best. I will strongly advise you to not take apart or try to fix the FFS crankset from I can say from expeiance that it is unlikely that you can get back together and working b better than it is.
