I have owned a few Peugeot Course bicycles, over the years. Some, the earlier ones, were really nice bikes, in my opinion...

However, like many sellers, Peugeot lowered the quality of the Course frame/fork set. Still Carbolite 103 but the lovely Simplex forged drops, back and front, were no longer included, having been replaced by the lower end stamped drops and, of course, the claw hanger on the rear, for this model Course.

In my area, I would be reluctant to pay $100 for the bike but my area has a very limited vintage road bike market. In larger cities, then what the OP paid might be a fair price.
