Tire pressure is dependent upon the riders weight and, as you pointed out, the road surface. So, it is difficult to generalize saying this is too high and that is too low.
Actually there are quite a few generalizations that are correct at all times: You can't put 170psi pressure on a 28mm tire anymore than trying to ride any tire on the lower end of the pressure range if you are pushing 250 pounds. Two broad sweeping generalizations that are actually pretty on the spot.
The smaller the tire, the higher the pressure, the less rolling resistance. Many times rolling resistance consideration is a far distant second to suspension (as in all the gravel I find on my path). Within that range you then fine tune tire pressure based on the amount of weight it is meant to carry. Complaining that a fatter tire can't hold as much pressure (which was never meant to hold) is like complaining the flat screwdriver sucks at removing the Philips head screws you are trying to pull.
