The cover is attached to a sleeve which holds things like a CO2 inflator, cartridges, tire levers, and a multitool BUT they're not included in the price, so you have to buy then separately. It's an interesting idea, but if bits can come loose and fall down the seat tube, it sounds less desirable. And I already mentioned the change in geometry - essentially the Large (what I have now) would have too much stack for me, even with the stem slammed.
