Exactly. And they only became necessary with aluminum dropouts. Steel is much more malleable than aluminum, and can be bent more, and more often without breaking than aluminum. The replaceable aluminum hangers are designed to be weaker than the dropout to which they attach, so the hanger will fail before the dropout. Replacing a broken aluminum hanger is a trivial job; replacing a broken aluminum dropout is far more involved.
