Steel bolt in an alloy fork, perfectly positioned to catch road salt - it's probably just packed with the product of bimetallic corrosion. Tap it out with a bolt if you don't have a punch - no need for a rubber hammer, a steel one will shock it better. Then you'll probably need to clean the brake bolt with a wire brush before refitting it.
