Are you talking about bar end shifters of mountain bike style bar end handles? In either case, stem clamp diameter won't make a difference. For bar end shifters, the internal diameter of the tubing is what's important. For the clamp-on hand grips, it will be the outer diameter at the ends of the handlebar.
