2 things seems possible, it appears that something is being used between the top of the housing and the inside of the bracket to shorten the brake lever reach which is sitting at an angle.

The screw attaching the brake lever to the shifter unit may be loose/missing. The screw with the hex outer surface in this pic. BTW this pic is a left unit.
