Thankfully, this isn’t urgent. The goal was to swap the rotors to another wheel set, and I have the rotor removed. But I want to have the old wheel in good condition so I can re-use or sell it.

Drill them out and install helicoils. Lazy half assed option, drill them out and run a bolt all the way through the hole and put a bolt on it.
