I believe because different activities may use different muscle groups, VO2max can be different. For example, cycling tends to use relatively little upper body muscles, while swimming tends to use both upper and lower body. Since VO2max not only depends on the supply side (lungs and heart) but also on the demand side, you can have different values.

Since I only cycle, my VO2max for cycling is the same as my overall or whatever Garmin defines the other one to be.
