If you're looking for a vintage headset, Stronglight P3 has a short stack, but probably Tange is still shorter and a safer bet and easy to find (I think they still make them?). If 33mm was too much, probably Tange is the answer.
I wouldn't mill the head tube, but then again, I don't have the workshop to do something like that precisely. Can't imagine having a go at it with a file would be a good idea
