Sorta but not well. There is a lot more chemistry involved then just slapping rubber cement on the tube and sticking stuff to that rubber cement.

You read the literature, do a bunch of experiments, and spend a
lot of money to replicate the REMA TipTop system. Or you could just follow the Doneem hypothesis* and buy a REMA kit and be done with it.
