Probably Le Champion? Could be Team Champion, not sure if the rear seatstays bridge is reinforced. Later on the lugs were cut out on TC, but not on LC, not sure when they started doing this. And also, not necessarily on the French / European models.
Is this a Huret standard derailleur hanger? If yes, you might have problems with Campy / Shimano standard derailleur, though there were homemade solutions posted on this forum previously. Or you could just go for mid-70's Huret Success Titane with the correct mounting hardware.
Very nice frame, it will look great after some cleanup and polishing. The paint seems to be mostly intact, just gunked up a bit.
