Limiting records to round tubed bikes is about as narrow a viewpoint as you can get. They changed the hour record rules about a decade ago to allow aero bikes because there was little interest from modem day riders and teams in using 70s bikes. So they drew a line under it and started afresh allowing more relevant modern equipment. They basically created a new bike formula to keep it relevant.
