I can't tell from that picture since I can't see the tire's witness along the entire rim diameter. However from the picture you show it looks like the bead is torn there.
I have seen some tires that the witness line is higher above the rim as that is in the picture. But not knowing if that much is exposed on the other half of that side of the rim I'd not know if that is bad or good.
Best bet is to take it off and see if the bead is torn or not. If you think the shop did it, then just consider if you want to make enemies or just put a new tire on and remain friendly with them. Though I'm not saying you can't mention it to them and see what they say.
