Not sure why, but maybe some of them did not have those hole edges smoothened enough, so it presented possible stress risers at the hole edges...
Holes in frame tubes are on the list of Ideas That Don't make Sense:

- fluted seatposts
- bottom bracket cutouts
- crimped frame tubes
- curved frame tubes
- L-shaped cranks,
- lever-action drive
- etc etc

The manufacturers count on buyers
- not knowing basic physics
- having disposable income
- believing the pimply-faced youth who's trying to boost his commission
