Likewise the fork blades would have to be smaller for a 650C wheel (or a "26" as the seller says) but not the head tube or steerer.
I may be off base thinking this (not the first time) but if I'm not missing something i do think that EROS frame is taller than 48cm
may not be whacked, just adjusted. BB still needs a min height off the ground still, even with 165 cranks, with smaller diameter wheels a shorter top tube can be designed and still avoid overlap. For the 5’ and under club smaller wheels are a good solution.
front end geometry can avoid the wheelbarrow steering.
