I've had better luck with the "expensive" 3M electrical tape than no-name hardware store tape. And though I don't usually go for the tapered tension Eric M advocated, it might work. The key, IME, is to keep tension minimal to nonexistent for the last wrap or wrap and a half. I keep an old pair of scissors near where I wrap bars so I don't even need the tension to make a cut with a knife.
I wasn't recommending cheap tape as much as saying good technique and not pulling it too hard will prevent the tape from creeping - where the adhesive acts like a lubricant when it gets warm. 33 is the best tape, and it works so well (again, properly applied) that I wouldn't bother with anything else.
