If you stay 9 speed and want aero cable routing for the shift cables then ST-R3030 (front) is your only choice for Shimano.

For non-aero, there are a number of older models (65??, 55??, 4400). Many of the Shimano 9 speed brifters will do both 2x or 3x. Exception to note is that the ST-45?? series, which had 4500 which did 2x or 3x, and later 4501 which was 2x and had 4503 front for 3X (if memory serves).
