Just got an email reply from Mark, he'll still be able to help with quality restores. He's just been getting too many Huffy grade bikes to powder coat, and the owners don't know how to strip the frame down and he ends up doing it. He'll also do most basic brazing, like bottle, shift and cable bosses. If you don't have a framebuilder and powder coater in your area, his prices are reasonable enough to do some add ons and powdercoat at his one stop shop.
