I think you are correct about the decals being 1979 Nishiki USA.
The serial number is for Nishiki Canada. But I have never seen a Canadian Nishiki with these decals.
The 1979 Canadian Nishiki International had the same tubing decal, but different seat stay caps.
Very strange Nishiki bicycle indeed.
Thanks [MENTION=205648]Hummer[/MENTION] for these two links to the pictures of the 1979 and 1980 Nishiki frames. The rare Nishiki decals and labels can be seen exactly on both frames, which can only be seen in fragments on my frame.
I will try to use these decals as a model for new decals to reproduce. I hope so .
