Yes. I was talking about small adjustments. If the change in rotation makes things worse, or makes it difficult to use the levers anywhere on the bar, then the fit adjustment should be made elsewhere. Bar rotation is just one of a multitude of pieces in the fit puzzle.
Which is why being your own bike fitter can be a fraught exercise.
