I'm not gonna comment on the substance of the arrest, but will point out that your statement is completely incorrect. People are arrested (and convicted) all the time on eyewitness testimony.
If police could only arrest people for infractions that they (the officers) actually witnessed, then almost no one would ever be arrested.
