I think that I read that cable pull of the 10-speed road brifter compatible with a 9-speed MTB RD? If so are there any issues with RD swing excursion or did the cog spacing change between 9-10 speed.

As mentioned, 9 speed MTB will work, as long as your 10 sp shifters are not the Tiagra 4700 pull versions, including 4700 compatible 3rd party.

If you are looking at older RDs, avoid the 'low normal' versions. These have springs that work the opposite way from all others. IE: spring are designed to pull the RD towards the innermost sprocket.
