Using a flex element instead of pivots would allow the handlebar to twist too much?

A short "flex biscuit" (as used on a Slingshot bike frame) does control sway to a surprising degree, but looks like it might make for a very heavy stem once everything was proportioned for the loading(?).

Then there's also the Lauf fork's design to perhaps consider...

Hey, that's it then, just use a Lauf fork!
