Cycles Spect JM was a bike shop in Braine-Le-Château, south of Brussels. It went out of business long ago. Like many shops BITD they would buy unbranded frames from one of the larger Belgian bike manufacturers, brand them with their own decals and assemble them into bicycles. I have seen other Spect JM bikes, and I get the impression that they used more than one frame supplier. I don't know who built yours.
